What is the Development Services Platform?

The Development Services Platform (BUR) is a publicly accessible, free-of-charge register of training, consultancy and educational services operated by the Polish Agency for Enterprise Development (PARP). The platform offers services eligible for co-financing from European funds.
It is the largest training platform in Poland, providing access to a wide range of professional courses, workshops, business consultancy, postgraduate programmes, coaching and mentoring.
Under the 2021–2027 financial perspective, approximately PLN 7 billion will be allocated to the development of skills and qualifications through the Development Services Platform. These funds originate from sixteen regional programmes as well as the national programme European Funds for Social Development 2021–2027.
Who is eligible for BUR funding?
The Development Services Platform (BUR) enables individuals to acquire new competencies and qualifications, supporting both professional and personal development. Co-financed services are available to all adults, including employees, employers, learners, jobseekers, unemployed individuals and the self-employed.
As a result, anyone wishing to develop their skills on their own initiative may receive up to 80% funding, and in some cases up to 100%, for selected services.

Funding through BUR represents a strategic investment in personal and professional development, leading to enhanced career progression opportunities, the ability to change career paths, increased competencies and the growth of your own business. Funding is primarily distributed through regional programmes operated by institutions accredited by the Marshal Offices. However, funds aimed at supporting employees and entrepreneurs in adapting to demographic changes in the labour market, as well as supporting SMEs, are allocated through nationwide competitive calls.
How to obtain BUR funding – step by step
Select a SAN University service in the Development Services Platform | In the Development Services Platform (BUR), select SAN University in the “Service Provider” field, and then choose your preferred postgraduate programme or training course.

Create a BUR account and enrol | ✔️ If you are an employee of a company that already has a BUR account, generate a Service Card for your selected programme or training course and complete your enrolment. ✔️ If you are an individual (learner, unemployed or self-employed), first create a BUR account, then generate a Service Card and enrol in your chosen service.

Apply for funding through a regional Operator | Visit the website of the Regional Operator responsible for your voivodeship. Review the required documentation and submit a complete application in accordance with their guidelines.

Sign agreements and complete registration formalities | Once you have signed an agreement with the Operator, register in BUR as: ✔️ an institutional participant (enterprise) - then add the employee and assign them to the organisation or ✔️ an individual participant - using your existing account
You should then promptly contact the SAN University Postgraduate Studies Office at: podyplomowe@san.edu.pl to complete the agreement for your postgraduate programme.
Please note that, in addition to the agreement with the Operator, a separate agreement must also be concluded with SAN University. When using BUR funding, the standard programme fee applies (institutional discounts are not applicable). |
Evaluate the service upon completion | If you are an employer receiving funding for an employee, please note that upon completion of the postgraduate programme or training, the participant is required to:
✔️ submit an evaluation of the service in the BUR system within 7 days
This is a mandatory condition for reimbursement of funds. |

Is BUR funding available to individuals, or only to company employees?
Yes. Funding for development services is available to all adults, not only employees of companies. Support is available to:
- employees and employers
- individuals developing their competencies on their own initiative
- jobseekers and unemployed individuals
- self-employed individuals
Thanks to European Funds, residents of all voivodeships can benefit from services co-financed at a level of up to 80%–100%.
Who is the Operator and how should I choose one?
The Operator is the institution responsible for awarding and administering funding for training programmes and courses selected from BUR, ensuring that public funds are used in accordance with applicable regulations.
As a rule, individuals applying for funding under the BUR scheme should select an Operator based in the voivodeship of their place of residence or the registered location of their business/employer, as funding is allocated regionally.
Exceptions may apply where project regulations allow participation through an Operator from outside the region (for example, in nationwide or sector-specific programmes).
How long does it take to obtain funding for postgraduate studies at SAN University?
The time required to obtain funding depends on the procedures of the relevant regional Operator. In most cases, the process - from submitting an application to signing the funding agreement - takes from several weeks up to approximately one month.
As each Operator follows its own schedule, it is recommended to contact the appropriate regional Operator directly to confirm current timelines.
Do I need to pay the full tuition fee upfront and then apply for reimbursement?
Not necessarily. Payment arrangements depend on the Operator in the relevant voivodeship.
In many cases, the participant is required to cover only their own contribution (e.g. 20%), while the remaining amount is paid directly by the Operator to SAN University.
However, some schemes operate on a reimbursement basis, where costs are refunded after the service has been completed. It is therefore advisable to verify the payment model applied by the selected Operator before submitting an application.
